Finely chop the vegetables, rosemary and brown them with 3 tablespoons of olive oil. Now add the minced meat and brown it over high heat, blend with white wine, cover with water, add salt and pepper, put the lid on and let it cook for 40 minutes over low heat. Add the lemon zest. Drain the pasta al dente and mix together. Plate and grate the parmesan on top. Enjoy your meal
